How Old Do You Have to Be to Ride a Jet Ski in Arizona?
Arizona statute: nobody under 12 operates a motor over 8 horsepower unless a parent, guardian, or another person 18 or older is on the craft, or it is an emergency. At Wave & Ridge the rental bar is higher: 21+ to rent, 16+ to operate. Pickup only at 724 E Scenic St, Apache Junction.
The question that hits the counter is almost never the statute. It is “can my 14-year-old drive?” Arizona’s age rule lives in A.R.S. § 5-341(E). Our rental agreement is stricter, and it is the one you sign at 724 E Scenic St.

What Arizona law actually says
A.R.S. § 5-341(E): except in an emergency, no person under 12 may operate a watercraft with a motor greater than eight horsepower unless that person’s parent or legal guardian, or at least one person 18 or older, is present on the watercraft. Subsection F makes it unlawful to let someone under 12 operate a motor-powered watercraft except under those same conditions.
The official Arizona boating handbook used in Boat Ed courses repeats the same rule and states that it includes personal watercraft. The U.S. Coast Guard’s state boating-law survey for Arizona uses the same language for PWC and other motorboats.
A jet ski is a personal watercraft under A.R.S. § 5-350(H): under 16 feet, jet-pump driven, ridden on rather than sat inside. Production PWCs are well over 8 horsepower, so the under-12 rule applies. There is no separate, higher statewide minimum age just for jet skis.
Arizona does not require a recreational boating license or a mandatory education card for any age. The Coast Guard survey records Arizona education as voluntary. A NASBLA-approved course is still a good idea. It is not a ticket onto our skis.
Law vs. what we rent
We are the closest jet ski shop to both Saguaro Lake and Canyon Lake. Pickup is the Apache Junction lot. You tow. The shop does not drop the ski at a ramp.

A Sea-Doo Spark 3UP seats two to three, so an adult can physically sit on the ski with a child. That is how the statute’s “present on the watercraft” clause can be satisfied on a three-up. We still do not rent that way. If the driver is 15, we do not hand over the keys. If the signer is 20, we do not start the paperwork.
Bring a photo ID that proves the renter is 21. Operators who are 16 or 17 need to be with that renter for the entire use, not left at the lake while the adult goes to lunch.
What we put on the water
The ski is a 2025 Sea-Doo Spark 3UP. Two-to-three riders. Life jackets included. Fuel is not. It leaves full; bring it back full or pay fuel plus a $20 refueling fee.

Those are the live rates through September 7, 2026. Holiday weekends add 20%. Checkout adds tax and fees; do not treat the table as a final-total promise. Deposit is a hold on the card, not a charge: $500 per ski at the standard amount, released the same day after a clean return.
Arrive one hour before start for hookup, jacket fitting, and the safety briefing. That hour is not cut from your block. The clock is pickup-to-return at the lot. For how the tow to Saguaro (~30 min from the shop) or Canyon (~26 min) eats a 4-hour window, read whether rental time includes travel.

PWC rules that are not about age
A.R.S. § 5-350 also requires the kill-switch lanyard attached if the ski has one, no overloading past the manufacturer’s limit, and it lists reckless-operation patterns: stacking close passes, visibility blocks, wake jumping, and sharp turns inside 60 feet of another vessel.
